Linda Noonan is Of Counsel in the Washington, D.C. office of Gibson, Dunn & Crutcher and a member of the firm's Financial Institutions and White Collar Defense and Investigations Practice Groups. She concentrates on Bank Secrecy Act/USA PATRIOT Act and money laundering compliance and related issues for financial institutions and nonfinancial institution businesses.  She has represented banks and other financial institutions in regulatory enforcement actions and criminal matters and conducted due diligence reviews related to U.S. and foreign money laundering, sanctions, and public corruption issues.  She also has conducted internal investigations and compliance reviews in the United States and abroad.  

Ms. Noonan joined the firm from the Department of the Treasury, Office of General Counsel where she had been the Senior Counsel for Financial Enforcement for many years. In that capacity, she was the principal legal advisor to Treasury officials on domestic and international money laundering and related financial enforcement issues. She drafted and shepherded through Congress all legislation concerning the Bank Secrecy Act and Right to Financial Privacy Act. During her tenure, she drafted or participated in all major BSA rulemaking and negotiated numerous BSA civil penalty cases.

Ms. Noonan has extensive international experience, including having acted as one of the key U.S. delegates to the Financial Action Task Force ("FATF") on money laundering.  She also participated in many other bilateral and multilateral anti-money laundering initiatives. While at Treasury, Ms. Noonan participated regularly in training of Assistant U.S. Attorneys in Bank Secrecy Act and related issues and conducted other lecturing and training.  She also worked on a number of other law enforcement and intelligence issues.  For instance, she coordinated the drafting of the criminal and regulatory enforcement provisions of the Financial Institutions Reform, Recovery and Enforcement Act (FIRREA).

Ms. Noonan is a 1977 graduate of the American University, Washington College of Law, and a 1973 graduate, magna cum laude, of the American University, School of International Service. She is a member of the District of Columbia and California Bars.
