Gibson Dunn partner Jose W. Fernandez and associate Eric B. Lorber are authors of the following article which appears in a recent issue of Foreign Affairs, published by the Council on Foreign Relations. It argues that the Obama Administration’s loosening of the telecommunications sanctions on Cuba was the right first step to galvanizing civil society on the island, but that the Administration (and OFAC) could do more to incentivize business investment in the country.
Mr. Fernandez joined the firm’s New York office in 2013 after serving for nearly four years at the U.S. State Department, where he was appointed Assistant Secretary of State for Economic, Energy and Business Affairs in 2009 and served as the State Department’s principal representative in CFIUS. He is co-chair of the firm’s Latin America Practice Group. Mr. Lorber, who practices with the firm’s International Trade Group, previously worked in the Office of Chief Counsel at OFAC and in the Office of Terrorist Financing and Financial Crime at the Treasury Department.
