Gibson Dunn partner Alexander Southwell and associates Adam Chen and Stephenie Gosnell Handler* are authors of the following article published by Law360. They discuss a recent speech at Columbia Law School given by Superintendent Benjamin M. Lawsky of the New York Department of Financial Services titled "Financial Federalism: The Catalytic Role of State Regulators in a Post-Financial Crisis World," which advocates a role of states as agents for regulatory change to address emerging risks.

Mr. Southwell is co-chair of the firm’s Information Technology and Data Privacy Practice Group and a former cybercrimes federal prosecutor. He works with clients on issues relating to privacy, information technology, data breach, theft of trade secrets and intellectual property, computer fraud, national security, and network and data security. Ms. Gosnell Handler practices in the firm’s corporate transactions department. Adam Chen practices in the areas of privacy, information technology, intellectual property and emerging technologies.
