Luis Ques is of counsel in the Madrid office of Gibson Dunn where he currently practices in the firm’s Public Law and Regulated Sectors Practice Group.
Luis' practice focuses on advising both companies and public authorities on matters of public law, particularly in regulated sectors, including energy, telecommunications and pharmaceuticals. He specializes in public procurement, with a particular focus on infrastructure, as well as in grants. He also represents as legal counsel in administrative appeals before the courts of justice, commercial litigation or arbitration proceedings.
Luis graduated from Universidad Pontificia de Comillas (ICADE E-3) with a Bachelor of Arts degree in Law and in Business Administration. He was awarded the Special Graduation Prize for both degrees.
Luis is a Spanish state lawyer on leave. Prior his career in law firms, he pursued a career as a civil servant, working as a lawyer for the Spanish government. He also held a senior position in a regional government of Spain.
Luis is admitted to practice in the Kingdom of Spain.
