Mohammed Bashir is a partner in Gibson, Dunn & Crutcher. His practice focuses on transnational public policy & regulatory affairs,  international arbitration and public international law. He regularly provides advice on treaty law, state responsibility, and sovereign immunity. Mohammed has substantive experience in negotiating and drafting international instruments, including hosting agreements, investment treaties, and investment chapters in Free Trade Agreements. Mohammed also serves as counsel in treaty and commercial arbitration, leveraging his deep expertise in Middle Eastern civil law systems and public international law.

Mohammed is named in Lawdragon 500 Leading Global Litigators guide in 2024 and is ranked in Chambers Global in 2025.   • Representing the Kingdom of Saudi Arabia in Güriş İnşaat ve Mühendislik Anonim Şirketi v. Kingdom of Saudi Arabia, ICSID Case No. ARB/23/36.
  • Representing the Kingdom of Saudi Arabia in PCCW Cascade (Middle East) Ltd. v. Kingdom of Saudi Arabia, ICSID Case No. ARB/22/20.
  • Providing counsel to state entities on a range of public international law issues (details confidential), including matters related to the law of treaties, state responsibility, and sovereign immunity.
  • Participated in drafting and negotiating more than 20 international agreements including bilateral investment treaties and investment chapters in FTAs.
  • Led the development of over 30 primary and secondary legislative instruments, encompassing areas such as the protection of foreign investors, private international law, and the establishment of tribunals and grievance redress mechanisms.
  • Providing legal advice on the establishment of several governmental authorities and special economic zones.
  • Acting for a state-owned enterprise before local courts and assisting in a related anti-suit injunction brought before the High Court of Justice.
  • Acting for state-owned enterprise (Claimant) against an international contractor in an arbitration under ad hoc rules pursuant to a FIDIC Silver Book related to the construction of a major oil terminal and a subsequent oil spill.
  • Representing an international oil and gas company in an ICC arbitration concerning its lubricant oil distribution and the staying of parallel proceedings before local courts.
  • Acting for Contractor (Claimant/Counter-Respondent) in an arbitration under ad hoc rules related to cost plus construction works for developing a luxury residential resort.
  • Acting for Respondent in proceedings related to the extension of an arbitration agreement to non-signatories.
