Gibson Dunn has secured a decisive Sixth Circuit victory for Churchill Downs, home of the Kentucky Derby, with the court holding unanimously that Michigan’s licensing requirements are federally preempted and cannot be invoked to shut down the TwinSpires online wagering platform.
